BSCC Loan Eligibility for ITI Students
(Bihar Student Credit Card – BSCC)
The Bihar Student Credit Card (BSCC) Scheme is a Government of Bihar education loan scheme applicable to students pursuing 2-year ITI courses and other higher or technical education programmes, subject to prescribed norms.
🎯 Basic Eligibility Requirements
To avail benefits under the BSCC Scheme, applicants must fulfill the following conditions:
✅ Bihar Domicile
The applicant must be a permanent resident of Bihar and possess a valid Bihar Domicile Certificate.
✅ Age Limit
Generally, the applicant should be below 25 years of age at the time of application for ITI courses, as per prevailing government guidelines.
✅ Minimum Educational Qualification
The applicant must have passed Class 10th (Matriculation) from a recognized board such as BSEB / CBSE / ICSE or equivalent.
✅ Admission in a Recognized Institute
The student must have secured admission in a 2-year ITI course at a Government-recognized and NCVT-affiliated Industrial Training Institute (ITI) like INDUS PVT ITI.
👥 Co-Applicant / Guarantor Requirement
A co-applicant / guarantor is mandatory under the BSCC scheme.
The co-applicant is usually a parent or legal guardian of the student.
The co-applicant must be a resident of Bihar with valid identity and address proof.
Guarantor details are verified by DRCC as per Government of Bihar norms.
The co-applicant / guarantor is responsible for supporting loan repayment in case of default, as per the loan agreement.

Financial & Bank Details
Recent passport-size photographs
Student’s Bank Account details
Student must provide active regular Savings Bank Account details.
Zero Balance / No-Frill accounts are not accepted.
Payment Bank accounts are not permitted under BSCC norms.
The bank account should be operational and in the student’s own name.
Account details must be valid for direct credit of BSCC funds.
Co-applicant / Guarantor documents (ID proof, address proof, and income details as per DRCC norms)

Applications under the Bihar Student Credit Card Scheme are submitted online through the DRCC (District Registration & Counselling Centre) portal, operated by the Education Department, Government of Bihar.
